Balms, Salves, etc.
Balms, salves, hard lotions (lotion bars), sugar/salt scrubs, etc., are called anhydrous products, as they don't contain water or water-based ingredients and “technically” do not require a preservative. However, if there is any chance that water may be introduced into the product (example: storing/using a sugar scrub in the shower), then a preservative should be used.
